Hi Zeke,

I apologize for not responding sooner. The first step in providing approved Tribal ID cards that meet the Western Hemisphere Travel Initiative (WHTI) is to submit a Memorandum of Agreement (MOA) to the Department of Homeland Security (DHS). A starter MOA draft as well as additional materials regarding the WHTI standards and specifications may be obtained from Cherri Morris at the DHS. Her number is (202) 344-3325.

We have been working closely with several tribes and the DHS to insure the ProgenyES software is capable of empowering our users to produce WHTI-compliant cards, and to supply the necessary tools for data reporting to the Customs and Border Protection (CBP) agency for card validation. The last significant technology enhancement, UHF RFID encoding, should be available in the April maintenance release of ProgenyES.
